VISN 17 Health System Specialist

The incumbent serves as a liaison between the National Program Offices where he/she provides oversight (Compensation and Pension, Integrated Disability Evaluation Systems-(IDES), Transition Care Management (TCM), Veterans Experience, Minority Veterans Program) and VISN 17. This includes monitoring national policies and guidelines to ensure consistency in implementation within VISN 17's healthcare systems. The incumbent provides management analysis, financial management, administrative support and program analysis. He/She conducts special studies, surveys, and projects. He/She serves as an advisor on all matters related to internal and external program operations and communications at the Medical Center level. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
analyze and evaluate program efficiency, plan and conduct studies; explain, defend and interpret health care policies and programs and other initiatives to implement or change established policies and programs; to analyze, suggest improvements to, and tactfully persuade other to accept new approaches and ideas. The work is primarily sedentary in an office setting in a controlled environment with periodic visits to the facilities. It requires walking, standing, bending, reaching and lifting of usual office supplies and equipment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
