Supervisory Health System Specialist (EA to ND)

The EA serves as advisor to the Network Director exercising independent responsibility and accountability for the scope of and roles/responsibilities in the following functional areas:
program management and evaluation, organizational analysis and performance monitoring and improvement, administrative management, communication, and special projects. VISN 17 is a complex network of health care systems encompassing eight (8) integrated Health Care Systems providing nationally recognized health care services consisting of primary care, acute care, long-term care and psychiatric care. VISN 17 includes eleven (11) Medical Centers, 53 Community Based Outpatient clinics, seven (7) Domiciliary Programs, and nine (9) Community Living Centers managing over 535,000 unique patients with a Veteran Population over 1.6 Million, a budget of over $4.5 billion, and greater than 21,300 employees. The EA frequently performs work involving development of life cycle or other cost analyses of projects, or performance of cost/benefit or economic evaluations of programs. Monitors management decisions and initiatives to ensure consistency with strategic plans and goals. The incumbent exercises full delegation staff responsibility to supervise, direct, coach, and oversee subordinates with the Compensation and Pension Program, the IDES program, the Patient-Centered Care/Advocacy, Executive Correspondence, and the Whole Health programs and administration. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of the concepts, principles, practices, and techniques of professional management of healthcare systems, in order to analyze and evaluate current and projected operation programs for potential effectiveness in meeting VISN and VHA program objectives; knowledge of directives, regulations and guidelines oriented for applications in areas of assigned responsibilities to provide the Network Director, Medical Center Directors, and senior professional staff and other entities with authoritative assistance, advice and analyses on the health care systems that often involve complex, highly sensitive public issues; knowledge of the missions, functions and organizational structures of principal organizations within the medical centers, VISN, VHA and VACO; ability to analyze, explain, defend and interpret health care policies and programs and other initiatives to implement, change or establish policies and programs, and to analyze, suggest improvements to, and otherwise advise on initiatives contemplated or proposed by the Network Director; knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; ability to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations. The work is mostly sedentary, requiring sitting, standing, walking, handling and carrying of light-weight items such as books and papers. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
