Health System Specialist (HRO)

The Health System Specialist (High Reliability Organization) position is responsible for supporting VHACO and VISN leadership in coordinating, planning, implementing, and monitoring activities to ensure effective leadership engagement in high reliability efforts, facilitate a robust patient safety program, drive a culture of safety within the organization, and institute and sustain continuous process improvement efforts. This position is organizationally aligned to and supervised by the VISN Network Director or designee, but may also report directly to VHACO. Additional duties include, but are not limited to:
- Conducts analytical studies on particular operational processes, issue topics, or related special projects. - Utilizes a mastery of quantitative and qualitative analysis skills in conducting difficult and complex studies involving various operational plans including those directed by the USH. - Evaluates, interprets, analyzes and presents in final form all resource and workload data in support of the study. - Works closely with VHACO and VISIN senior management and others in implementing and evaluating policies, plans, internal and national operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows. - serves as the primary supporting consultant for the development and implementation of program operations related to new programs and/or initiatives that have a direct impact on data management, processing, problem resolution, and process improvement along the journey to high reliability. - utilizes knowledge of the VHACO program office's clinical performance standards, quality and performance improvement principles, regulations and precedent decisions to assist the program office in providing policy and technical guidance to support continuous quality improvement and performance improvement throughout its field operations. - Plans and develops criteria and requirements to ensure continuing review and evaluation of the program office's performance improvement programs. - Conducts innovative analysis and extends accepted standards to achieve high reliability organization (HRO) principles and an operating plan within VHACO. - Prepares and delivers written and verbal review of findings and recommendations to program office management and VHACO leadership to determine applicable requirements and feasible problem resolution. - provides leadership, direction and control of the implementation of HRO activities across the VISN, including developing appropriate controls to assure standardization in use of evidence-based processes and guidance. - works in partnership with the National Center for Patient Safety, Office of Systems Redesign and Improvement, Quality Manager, Patient Safety Managers, Systems Redesign (Improvement) Coordinator and Nursing leadership to ensure planning, coordinating, tracking, reporting and communicating objectives to the various stakeholders both external and internal to VA. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Developing and/or preparing training material; effectively developing and presenting appropriate data through visualizations to support decision-making. Coordination of quality, safety and systems redesigns for operations; conducting complex qualitative and/or quantitative analysis to assess planning and policy health care trends; knowledge of the unique characteristics of the VISN to inform the development and management of an integrated network's strategic planning program; developing and implementing physical, electronic, and administrative systems and processes designed to assist managers with operations and working on strategic planning. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
