The Network Quality Management Specialist Nurse IV executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and healthcare. The Nurse IV registered nurse is an EXPERT nurse, with an enormous background of experience, who now has an intuitive grasp of each situation and zeros in on the accurate region of the problem without wasteful consideration of a large range of unfruitful, alternative diagnoses and solutions (Benner). The Nurse IV QM Specialist is responsible for administrative functions pertaining to Sterile Processing, Reusable Medical Equipment, ISO 9001, Travelling Veteran, utilization and bed management and other quality functions. Functions as an administrator, educator, and consultant utilizing management theory in collaboration with all network facilities. Establishes and maintains effective relationships with all levels of medical center personnel at every facility in the network and relates effectively with fellow nurse Travelling Veteran Coordinators as well as program and service leaders at the local and network levels. The nurse QM Specialist will:
Assist sterile processing, utilization/bed management and Travelling Veteran personnel at each facility to develop and maintain sound, evidence based processes. Conduct site visits to all network facilities to assess the adequacy of control programs and processes Assist in policy-making activities as related to customer service and the overall functioning of administrative and clinical programs, and Collaborates with nurses and other health care staff to establish and maintain programs that cross all facilities within the network. Other duties as assigned. The Nurse IV registered nurse QM Specialist demonstrates performance and leadership that is broad enough to impact and improve quality and reduce the risk for the assigned areas of purview. The Nurse IV QM Specialist is responsible for documented outcomes at the network and national level. Work Schedule:

Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Experience:
At least five (5) years of experience in Quality Management and/ or Sterile Processing Services experience. Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference:

The positions is predominantly administrative; however, the individual may be required to intermittently:
lift up to 35lbs, moderate carry(15-35 lbs), pull/push, reach above the shoulders, both hands required, walking, standing, kneeling, repeated bending, climbing and use of both legs and arms, both legs required, near vision at 13 to 16 Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other eye, ability to distinguish basic colors, hearing aid permitted, twisting, simply grasp and fine manipulation.

The check will bounce and the victim is left responsible.
