Health System Specialist (ICC)

Salary shown on announcement represents the full range available within the geographical region. Selectees salary will be based on the locality pay available at assigned duty location. Duties for the Health System Specialist (ICC) will include, but are not limited to, the following:
Coordinates the administrative functions of the ICC with all other patient care services. Acts as an agent of the ICC in the investigation and resolution of problems between and within services, as they relate to the ICC. Serves as a representative of the ICC on local and network committees and task forces. Conducts projects that impact the overall function of the ICC and assures that administrative and clinical programs and policies are integrated. Develops and implements long- and short term policies, plans, and standards of care, ensuring the integration of internal administrative and clinical policies, regulatory and accreditation requirements, and the effect of the policies on care in the community and other external entities. Serves as Subject Matter Expert (SME) in activities which include, but are not limited to:
assisting Program Managers who fall under the CMO with discovering and utilizing all appropriate data sources, to analyze and propose appropriate actions to increase utilization, efficiencies and productivity. Effectively and efficiently manages multiple competing priorities. Coordinates the integration of computerized systems as they relate to the VISN as a whole. Develops and/or maintains proficiency and supports administrative activities with various computer applications including spreadsheets, databases, word processing, graphic generation, and desktop publishing programs. Makes technical decisions relative to delegation of duties and supervision of ICC secretarial and program support staff in order to insure a fully functional CSL. Leads the development of personnel management policies for the ICC, and for developing, evaluating, and adjusting organizational structures and management systems to accomplish the aims of the ICC. Coordinates and provides technical consultation to the field in support of performance measures and analyses of ICC and related programs. Conducts or directs studies and projects to resolve administrative problems which arise in the normal operation of ICC and provides the basis for planning, organizing, and controlling operations including, on occasion, involvement of outside concerns. Oversees resource allocation and management to include funds, equipment, space, staffing, and contracts. Develops performance improvement plans, patient care audits, and coordinates outcomes related to organizational and functional relationships. Develops proposals, as well as evaluates outcomes, for cooperative programs with other services lines and institutions, developing and coordinating new initiatives for the ICC. Collects and analyzes data for the purpose of business planning, budget preparations, and management cost studies; and performs cost studies of ICC programs, analyzing information to determine costs of delivering services in established and/or proposed programs.Implements changes based on the understanding and knowledge of the direction of the program as communicated by ICC leadership. Responds to management's need for improved databases, statistical analysis and more efficient reporting methods by determining ways to apply computer capabilities to appropriate work records and administrative operations. Assists the leads of the ICC and takes appropriate action and/or implements program changes in matters relating to the overall management of the ICC. Provides active and well-informed participation in planning for the delivery of healthcare by taking the initiative to identify needs and potential issues or concerns in resolution of problems; bringing them to the attention of the CMO. Consistently communicates and treats customers (Veterans, their representatives, visitors, volunteers and all VA staff) in a courteous, tactful and respectful manner. Handles conflict and problems in dealing with the customer constructively and appropriately. Assists in answering patient inquiries and in resolving complaints as they relate to the ICC and to the clinical services. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 grade level position you must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
