Lead Program Analyst

The incumbent works independently to coordinate with staff at each Medical Center to assure resources (Payroll, supplies, contracts, and Headquarters/VISN allocations), workload (VistA Packages, pharmacy, scheduling, event capture, laboratory, and radiology), and patient (National Patient Care Database (NCPD, VistA (CPRS), Patient Treatment File (PTF), and Residential Assessment Instrument (RAI) are all captured and input correctly into the proper systems. Cost and workload data will be drawn from other VA automated systems such as PAID, FMS, and clinical computer packages into DSS where it will be consolidated and analyzed. The final product will be reports which will provide managers with clinical and cost information by patient bed section, ward clinic, service and medical center. Additional duties will consist of, but are not limited to:
- Analyzes the existing automated and manual systems to determine the type of accounting information available (dollars, workload, and RVUs) - Analyzes space usage by all hospital services in order to allocate support service costs to the appropriate sections - Designs report formats based on discussions with management, service chiefs, supervisors, and staff- Educates hospital employees and other VA personnel on the system data requirements and use of the data generated - Works independently to provide information about individual patients, groups of patients, and patient care trends (Patterns of cost of care, comparative case costs, and productivity analysis by VISN, Station, department or by case) - Provide MCA information services contain full product costs, including National and VISN overhead- Maintains and modifies the DSS program in order to reflect any changes in the hospital functions or Department of Veterans Affairs policy - Reviews and analyzes computer-generated cost and budget reports on a monthly/quarterly basis in order to verify the accuracy of data, noting trends and analyzing variances - Prepares monthly and quarterly cost summary reports which are submitted to top management for review - Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services - Leads the team in:
identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product Work Schedule:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Comprehensive and detailed knowledge and understanding of operating programs and objectives of the medical center, i.e. clinical and administrative program relationship, manpower and resource utilization. General knowledge of accounting theories, techniques, and methods, and experience in solving difficult and complex problems in the cost accounting of medical procedures. Knowledge and understanding of the VA National data systems:
Financial Management System (FMS), the payroll system (PAID), VistA packages (Workload, Medical Record information, etc.), Veterans Equitable Resource Allocation Model (VERA), Medical Center Allocation System (MCAS) Reports, Healthcare Common Procedure Coding System (HCPCS), Managerial Cost Accounting(MCA) systems, Integrated Funds Distribution, Control, Point Activity, Accounting and Procurement system (IFCAP), National Patient Care, Austin Financial Services, and all their related documents and functions in order to prepare, analyze, and research data in relation to the cost accounting process. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative, clinical and technical programs at the Station level and throughout the VISN and nationwide studies. Expert knowledge in data gathering, referential data systems, and database software (Microsoft SQL, Word, Excel, Access, & Business Intelligence (BI)). You will be rated on the following Competencies for this position:
Oversees the processing and audit suspense response for VISN 17 MCA Program. Plans, distributes, oversees, and evaluates work accomplished by MCA team members. Assists medical center personnel and MCA processing staff with mapping, researching, and accurately capturing data. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
