Lead Management and Program Analyst

The incumbent directs the MCAO program working with appropriate medical center service chiefs and staff. The incumbent exercises initiative and collaborates effectively with complex and competing activities. Monitors and reports progress to the VISN MCA Coordinator or VISN CFO. Additional duties will consist of, but are not limited to:
- works with National MCAO Program Office, the VISN 17 CFO, VISN 17 MCA coordinator, and the Health Care System Management staff in planning, organizing, directing and controlling all operations of the VISN 17 MCA program and Site Team. - Maintains and modifies the MCA program to reflect changes throughout the HCS organization and to comply with national and VISN 17 standardization and requirements. - Evaluates work accomplished by MCA team members & coordinates special projects. - Analyzes the existing automated and manual systems to determine the type of financial and clinical information available. - Assesses the effectiveness of the data collection systems and develops audits of the resulting output for evaluation. - Reviews and analyzes computer-generated cost, budget, and clinical activity reports on a monthly/quarterly basis to verify the accuracy of the data, noting trends, analyzing variances, and identifying areas for concern/improvement. - Analyzes and evaluates the effectiveness of medical center clinical operations and programs in meeting established goals and objectives. - Develops, researches national report/data systems such as VSSC, Roger Software Development (RSD), Pyramid Analytics, FMS, PAID, VISTA, CPRS and National DSS Database and suggests, creates, and processes reports for VISN 17 analysis and planning. - Designs Excel reporting formats based on discussions with top management, clinical center directors, VISN 17 management, service chiefs, supervisors, and staff. - Provides benchmark/comparison reports with national, medical center group or VISN 17 data. - Conducts monthly analysis of various types of financial information (unit costs, relative values, clinic setups, etc.) to identify and reconcile inconsistencies in data related to Treating Specialty (inpatient) and Clinic Stops (outpatient) Costs. - Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. - Prepares cost effectiveness studies of Medical Center operations and is responsible for the collection, interpretation and analysis of quantitative and qualitative data relevant to the program being evaluated. - Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
knowledge of data sources, data flow, system interactions, regulatory requirements associated with DSS entities involved, medical and financial information systems, as well as understanding of the capabilities and limitations of network and medical center computer equipment configurations, system software, utility program and programming aids to provide direction to the DSS program; Expert knowledge of Decision Support System software to provide information technology leadership and direction for the MCA Consolidated program in dealing with information technology issues; ability to provide training on information systems to various audiences, including persons lacking computer knowledge and skills; Knowledge of Microsoft Office applications Access and Excel; knowledge of Medical Facility workload procedures, Clinic and Ward setup, and Medical Facility Cost Accounting. You will be rated on the following Competencies for this position:
- Oversees the processing and audit suspense response for VISN 17 MCA Program. - Plans, distributes, oversees, and evaluates work accomplished by MCA team members. - Assists medical center personnel and MCA processing staff with mapping, researching, and accurately capturing data. - Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. No special physical demands are required for this position. Some periodic walking and carrying of light items such as instructional materials, books, and manuals are required. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
