Supervisory Management and Program Analyst

The Supervisory Management and Program Analyst position reports to the MCA Coordinator, V17 MCA Service and is responsible for analytical studies resulting in the identification of information needed to manage critical aspects of field operations. The position establishes and plans the implementation of ongoing procedures and systems to support of decisions within V17 HCSs. The incumbent will be required to have an in-depth knowledge of VHA operations, national databases, and analytical techniques; the ability to analyze and synthesize data; produce reports; and display information in a variety of formats. While serving as a support system which provides executive management, clinical leaders, and program managers with information regarding patient care outcomes and/or processes (quality) combined with utilization of resources (cost). The incumbent applies knowledge to subject matter related to healthcare costing and utilization, requiring judgement in applying established procedures and guidelines. Additional duties will consist of, but are not limited to:
- Acts as a knowledge resource within the HCS to collect data through the VISN Data Warehouse, the Austin Automation Center (AAC), VSSC, Allocation Resource Center (ARC). - Serves as a technical advisor to facility management providing guidance, recommendations and monitoring in the implementation, management and evaluation of VERA oversight programs, and ensures that the programs meet required standards and/or criteria. - Develops databases that support benchmarking of data, including financial data, patient populations and workload data. - Responsible for the design and development of reports and databases, translating data into meaningful management information that is made available to a wide variety of constituents, including oversight bodies and stakeholders. - Conduct surveys or reviews of Departments/Service lines, as requested by the Director or staff, or identified as an area of risk, to evaluate resource utilization, workload/cost reporting, data validation activities, etc. and provides written reports on findings along with recommendations for improving program activities. - Performs clinical or administrative training on areas of improvement based on the analysis performed within VERA. - Communicate factual and procedural information, orally, and in writing, to the appropriate senior manager, Board, committee, or service by preparing briefing materials, graphs, reports, cost analysis, and correspondence. - Supervises all employees assigned to the VERA Team. - Exercises supervisory authorities and responsibilities involving work assignments and review, as well as the administrative and personnel management functions relative to the staff supervised. - Completes daily, weekly, and monthly reports utilizing the VERA Analyzer, VIP, CCM, ACM, and other specified Nuance and Clientegrity programs. - Is a member of the VISN VERA Resource Allocation Committee, providing monthly updates on all prorated persons (PRP) and price group allocations. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Mastery of advanced management and organizational principles and practices, both qualitative and quantitative, for analyzing and measuring the effectiveness, efficiency, and productivity of administrative, technical and clinical programs, with comprehensive knowledge of mission, organization, and work processes of healthcare systems management, planning and operations; comprehensive knowledge of the concepts, principles, practice lases and regulations that apply to budgeting and financial tracking for a healthcare program with regional impact; Advanced knowledge of International Classification of Disease (ICD), Current Procedural Terminology (CPT), Healthcare Common Procedure Coding System (HCPCS), Medical Terminology, and Current documentation guidelines; ability to direct complex studies requiring application of advanced analytical and statistical methods and techniques; skill in providing consultation and technical advice and skill in leading groups and coordinating the work of a large number of parties; knowledge of database management, VA and non-VA health databases, information systems, skill in conducting detailed analysis and the ability to collect, analyze and synthesize data from diverse data sources; Knowledge of technologies to assist in data extraction, analysis, and presentation, to include essential knowledge of Microsoft Office applications (including high level knowledge of Word, Excel, Access, and PowerPoint), Pyramid, VSSC, VA File Manager, Microsoft SQL server and statistical software (e.g., SAS, SPSS, and JMP) to perform complex data analyses and develop coherent, succinct reports. You will be rated on the following Competencies for this position:
- Serves as a technical advisor to facility management providing guidance, recommendations and monitoring in the implementation,management and evaluation of VERA oversight programs, and ensures that the programs meet required standards and/or criteria. - Maintains an effective working relationship with medical center staff (especially HIMS) to assure facility VERA impacting activities are captured in a timely and accurate manner without major disruption to the medical center. - Develops databases that support benchmarking of data, including financial data, patient populations and workload data. - Conduct surveys or reviews of Departments/Service lines, as requested by the Director or staff, or identified as an area of risk, to evaluate resource utilization, workload/cost reporting, data validation activities, etc. and provides written reports on findings along with recommendations for improving program activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
