Human Resources Specialist (TCF Trainee)

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. This announcement may close prior to the closing date once an adequate pool of at least 50 eligible applicants is reached. The duties and responsibilities of this position require that the incumbent be trained to work in all areas of Human Resources. The training encompasses the entire spectrum of Human Resources Management functions to include classification, pay, staffing, benefits, employee development, performance management, employee relations and labor relations. The incumbent provides services for a variety of employee categories that involve different systems with different statutory and regulatory authorities. Examples of employee categories include General Schedule, Federal Wage System, Title 38 and Hybrid Title 38. Work is accomplished under the guidance of a senior HR Specialist and the preceptor in analyzing, laws, regulations, policies, and/or guidance in the various functional areas of Human Resources. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 grade level. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience processing personnel actions and personnel action requests from management; basic experience in preparing vacancy announcements including mandatory information and instructions; assist applicants with on-line or automated application systems; receive and examine applications to make qualification analysis; Applying personnel laws and regulations on basic staffing and pay setting procedures; applying basic HR principles and practices in preparing vacancy announcements. OR, Education:
Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education OR superior academic achievement (S.A.A) for this grade level. S.A.A. is based on (1) class standing:
applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses., (2) grade-point average:
a-3.0 or higher out of a possible 4.0 (B or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b-3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or (3) honor society membership as outlined by the Association of College Honor Societies. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE:

Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. the applicant has 6 months of specialized experience and 6 semester hours of college (in directly related courses). That means the applicant has 50% of the required one year of experience and 67% of the education required to substitute for education. The total qualifying experience and education add up to 117%. The work is sedentary; however, slight physical effort may be required to carry books, computer products, files, etc. Work may require standing and walking in conjunction with travel to and attendance at meetings and training away from the worksite.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
