Supervisory HR Specialist (Chief of Recruitment & Placement)

The Supervisory HR Specialist manages the R&P SSU consisting of senior HR Specialist (R&P) staff providing complex services which include workforce planning and effectiveness, strategic planning, human resource statistical and program analyses throughout the VISN. The work of this Section supports all the VISN's facilities with large diverse staff populations consisting of full/part-time clinical, clerical, administrative, professional, trade, and research positions providing a wide range of Veteran healthcare. The incumbent is the subject matter expert (SME) for matters involving complex staffing topics and can be counted on to provide expert advice in recruitment, manning, position accountability, pay setting, policy analysis and implementation, official correspondence, as well as provide sound guidance to Senior Leadership in matters involving all staffing manpower concerns.The incumbent has daily contact with VISN and MC executives, service chiefs, supervisors, multiple union organizations, and other employees as well as routine contact with VHA and Central Office - public contact with prospective employees is a major visibility for this position. Duties include but are not limited to:
Provides expert level human resource advice and guidance on these programs to the VISN and MCs' management and staff Evaluates the performance of subordinate Supervisors including resolution of problems presented which are not contentious or otherwise rare and complex Provides performance standards to subordinate supervisory staff and ensures the parity of rating techniques used by the supervisors to rate the subordinate staff members Evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs Coordinates with advisory staff to obtain management information Advises staff on difficult and unusual recruitment, placement and pay issues or problems Troubleshoots and resolves difficult and controversial internal and external recruitment and placement problems Directs the R&P Shared Services Unit, and all associated resources, through use of subordinate HR Supervisors Approves schedule changes, leave requests, telework arrangements, etc. Recommends HR group and individual trainings or face-to-face workshops of the subordinate R&P teams Approves within-grade increases, overtime, compensation time, and travel expenses in keeping within budget parameters set by the VISN CHRO/Deputy CHRO Recommends award amounts for supervisory and nonsupervisory staff Makes changes in position descriptions as needs arise, and on a routine basis to ensure continuous accuracy Develops and issues guidance in the form of policy and program objectives based on unique and/or specialized situations Counsels subordinates, develops performance standards and rates staff Develops and provides supervisory training to supervisors/managers within all levels of the organization Advises managers across the Network on ways to improve productivity, effectiveness and efficiency of program operations and recommends changes to work assignments Ensures policies established by VHA and VACO are appropriately implemented and followed by all VISN components Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
extensive knowledge and experience with Title 5, Title 38 and Hybrid Title 38 relations issues as it pertains to Human Resources. Demonstrated experience working in a large organizational structure and acting as an advisor to varied supervisory and managerial levels on Human Resources issues. Experience developing new Human Resource models and implementing them at various levels and varied scales. Preferred

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
