Non-Bargaining Position Join the VISN 17 Compensation Center of Excellence (CCOE) Human Resources Management Services Office as the Supervisory Human Resources Specialist (Compensation). You will serve as a Subject Matter Expert (SME) and senior consultant and advisor resolving conflicting interpretations, applying complex laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on the full range of pay administration policies, principles and practices, including pay administration policy, salaries and wages, special rates, pay benefits, non-foreign area cost-of-living allowances, compensation decisions, and computation of interest on back pay systems, to include but not limited to locality pay, special rates, back pay, pay limitations, premium pay, grade and pay retention, severance pay, and cost-of- living allowances (COLA). You will provide technical and administrative supervision to the Network Compensation staff (HR Specialists in the area of Compensation). You will develop and deliver briefings to managers regarding pay and leave administration findings, recommendations and policies. Other duties include:
Manage the Student Loan Repayment Program (SLRP) and Education Debt Reduction Program (EDRP) at the Network-level. Manage the Retention, Relocation, and Recruitment (3Rs) incentives, and any/all associated Network-level advisory boards. Ensure VISN Compensation unit participates in and contributes to effective implementation of Workforce Planning initiatives. Monitor employee entrance and exit surveys for the purposes of any recurrent compensation-related themes, to proactively address compensation-related issues. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Providing advice and guidance to managers and employees; advise management, employees, and union officials on premium pay entitlements associated with various work scheduling scenarios (e.g., overtime, night or Sunday pay); provide advice on employee grievances and claims involving pay; and/or recruitment, relocation, and retention incentive programs; implementing pay schedule adjustments pertaining to General Schedule, Federal Wage System, locality pay and/or other geographic pay, special salary rates, pay limitations, allowances, differentials, premium pay, Fair Labor Standards Act overtime pay, grade and pay retention, severance pay, recruitment and retention flexibilities, back pay and settlement of claims, and application of single agency compensation authorities where applicable; Analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex compensation problems and issues. Physical Requirements:
The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
