Supervisory HR Specialist (V17 SSU ER/LR)

The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the VISN level. This streamlined and focused approach moves VHA forward in its continuum of providing comprehensive, compassionate, and coordinated care to Veterans. Incumbent oversees HR advisory services based on VISN priorities; takes proactive measures to anticipate the VISN's needs by pre-positioning work products in expectation of new projects and programs. Collaborates with staff on advising management on employee relations, labor relations, performance management, work life, reasonable accommodations, worker's compensation and training and development. Oversees the execution in applying HR employee and labor law principles, concepts, laws, regulations, techniques and guidelines sufficient to explain the methodology to serviced customers and staff. Responsible for developing and overseeing services that provide the widest range of flexibility for comprehensive employee and labor relation services. Incumbent provides detailed guidance on troubleshooting and resolving the most difficult and complex problems associated with delivering comprehensive employee and labor relations advisory services. Incumbent provides authoritative management advisory services including defining issues, determining applicable precedents, laws, or regulations, identifying the most effective approach, and validating the correctness and propriety of the actions taken. Collaborates with senior leaders and staff in developing short- and long-range staffing plans to meet forecasted mission requirements, human capital losses and changes in critical competencies. Directs, coordinates and oversees the work of subordinate supervisors and employees within the VISN SSU. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Provides advice, counseling and/or instructions to employees on both work and administrative matters. This summary is not all inclusive and requires other duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Performance in a virtual Staffing Supervisory capacity; experience in employee relations, labor relations, performance management, work life, reasonable accommodations, suitability, worker's compensation, employee training and development; experience monitoring and reviewing HR program areas to increase effectiveness; experience in a HR role applying employee and labor law principles, concepts, laws, regulations, techniques and guidelines. You will be rated on the following Competencies for this position:

Physical Requirements:
The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
