Program Analyst

As a Program Analyst you will:
- Serve as a program analyst in the Veteran Readiness and Employment (VR&E) division office providing support to the division managers. - Serve as a budget analyst for the VR&E operation with responsibility for monitoring all VR&E funding. - Develop multi-year requests for funds to support VR&E programs, and projects quarterly fund requirements. - Advise management on requirements for preparation, documentation, and submission of budget requests. - Analyze fund usage and checks propriety of funds used. - Review bills, vouchers, and invoices submitted for payment. - Develop procedures for assessing the effectiveness of administrative systems and operating programs. - Audit division activities, review audit results, and resolve problems identified. - Compile data from the division and prepare the quarterly brief, organizational charts, and functional statements, as well as monthly reports. Develop graphs and charts as required for clarity. - Analyze and evaluate the effectiveness of programs and operations in meeting established goals and objectives. - Coordinate and contribute to all special projects required by the VR&E officer. - Oversee suggestion and award, quality, and productivity programs. - Provides management VR&E data for production, timeliness, and quality. - Work closely with the VR&E officer to ensure all tasks are completed in a timely manner. - Serve as a resource for guidance and support to VR&E management in areas of operational management, efficiency, and improvements. - Recommend improvements and establishment of new management policies. - Work to eliminate duplication of functions in VR&E and to clarify organizational relationships. - Ensure each purchase card holder is in compliance with regulations by reviewing statements and receipts used for reconciliation. Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Analyzing financial data to include budgets and forecasting; (2) Developed experience compiling data from various sources, analyzing it, and developing recommendations for improvement or resolution of problems; and (3) Preparing written reports that include charts and graphs. OR Applicants may substitute education for the experience required to qualify at the GS-09 level:
A Master's degree or two full years of graduate education leading to such a degree. OR Applicants can combine education and specialized experience to qualify for the position at the GS-09. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-9. For example, an applicant who has 27 semester hours of graduate education (the first year does not count) and 6 months of acceptable specialized experience (i.e., 50% of the experience required) would satisfy the qualification requirements for the position. If you qualify based on a combination of graduate education and specialized experience, you must submit a copy of your official college transcript with your application. GS-11:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Senior-level experience analyzing financial data to include budgets and forecasting; (2) Advanced experience compiling data from various sources, analyzing it, and developing recommendations for improvement or resolution of problems; (3) Demonstrated experience conducting detailed analyses of complex functions and work processes; and (4) Experience preparing written reports that include charts and graphs. OR Applicants may substitute education for the experience required for the GS-11 level. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a Bachelor's Degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11.For example, an applicant who has 48 semester hours of graduate level education(i.e. 15 semester hours beyond the Master's degree, which is the equivalent of 75% of the required education) and has 3 months of specialized experience, would have the 1 year combination required for the position.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
