Supervisory Human Resources Specialist (ER), Reasonable Accommodation (RA) & Worklife Benefits (WLB)

Duties include, but are not limited to:
Program Oversight/Administration Responsible for supervising and administering a VISN's Federal Worklife/Employee Benefits Program, including Federal Leave Programs, employee group life insurance, health benefits, Thrift Savings Plan (TSP) and other Worklife programs. Implementing VA/VHA/VISN policies and regulations associated with these programs; to brief management and all VISN leadership on the status of these programs. Train subordinate staff and VISN staff and management regarding the latest information. Preparing communications regarding current and future requirements and information. Serving as the VISN's policy and regulatory subject matter expert (SME) for these programs. Serving as VISN Reasonable Accommodation Coordinator. Researching best practices in RA in Federal government and stays abreast of changes, modifications, and revisions to laws, regulations, and policies pertaining to the Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA) of 1990, and the Americans with Disabilities Amendments Act (ADAAA) of 2008. Processing requests for accommodation to ensure that time frames are met, and procedures followed. Providing employees or applicants for employment with RA packages and advising them in the appropriate procedures for completing the package. Ensuring that accommodations which are granted are provided to the requestor within established timelines. Coordinating with other areas of Human Resources, including Recruitment & Placement, Employee/Labor Relations, Retirement Shared Service Office (RSSO) and Workers Compensation to ensure that the employee is advised of their rights under benefit programs which may be appropriate to them. Assisting managers in determining the essential duties of a position and identifying barriers and possible modifications that would allow people with disabilities to perform said duties. Providing managers with information on RA and needs assessments for applicants and employees with disabilities. In consultation with Office of General Counsel (OGC) and Occupational Health, assesses potential accommodations and the effect each would have in allowing the employee to perform the essential functions of the job. In consultation with OGC, assists management in determining whether the requested accommodations pose an undue hardship to the agency. Coordinates with EEO offices, Office of Diversity and Inclusion, Office of Information Technology, VA designated physicians, Computer/Electronic Accommodations Program, or other resources to identify alternative effective accommodation options. Supervisory Performing a full range of supervisory duties relating to supervision of WLB and RA Shared Services staff. Planning and directing work, assigning tasks, evaluating work performed, advising employees, selecting applicants to fill vacant positions, handling complaints, grievances, and disciplinary problems regarding subordinate staff. Ensuring adequate training of subordinates. Providing advice and direction regarding production and quality requirements. Evaluating unit productivity, quality, regulatory compliance, and technical competence. Making changes in work assignments and workflow; balancing workload among positions to increase effectiveness of operations Meeting with subordinates to discuss production reports, offering and soliciting recommendations for improvement, and ensuring staff maintain optimum case load management. Ensuring uniform application of administrative and operational policies and procedures, coordinating of all related responsibilities, and resolution of problems encountered in daily operations. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
serving as the Worklife Benefits and Reasonable Accommodation (RA) subject matter expert to advise employees, applicants for employment, supervisors, and members of management regarding laws, regulations and procedures for the Federal Worklife/Employee Benefits Program; implementing of VA/VHA/VISN policies and regulations associated with Federal Worklife/Employee Benefits Program, including Federal Leave Programs, employee group life insurance, health benefits, Thrift Savings Plan and other Worklife programs; serving as VISN RA Coordinator and researches best practices in RA in federal government and stays abreast of changes, modifications, and revisions to laws, regulations, and policies and assisting managers in determining the essential duties of a position and identifying barriers and possible modifications that would allow people with disabilities to perform said duties. Preferred Specialized Experience Supervisory HR Specialist - ER/LR - Reasonable Accommodations and Worklife Benefits Knowledge of ER/LR, Reasonable Accommodation, and federal employee benefits administration principles, practices, laws and regulations; Knowledge of and ability to apply a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions necessary to administer and oversee complex programs and provide custom consultative services based upon broad statutory, Departmental and Agency guidelines. Knowledge of Federal Worklife/Employee Benefits Program, including Federal Leave Programs, employee group life insurance, health benefits, Thrift Savings Plan (TSP) and other Worklife programs. Knowledge of and skill in interpreting VA and VHA policies, handbooks, directives to make sound judgments based on interpretation of applicable rules and regulations. Knowledge of local union contracts and local policies and procedures for all facilities within the Network related to RA and Federal Benefits/Leave administration. Knowledge of individual and group counseling techniques and skills to assist employees in solving problems of limited scope and selecting alternatives. The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
