Supervisory Human Resources Specialist (VISN 17 Workers Compensation)

Incumbent serves as the Chief, WCU, and a VISN Subject Matter Expert on the Federal Employees' Compensation Act (FECA) servicing the employee's workers' compensation needs at all medical facilities within a Network Director's organizational and geographical scope of authority. Incumbent serves as a subject matter expert (SME) and is a liaison between the Department of Veterans Affairs and the Department of Labor's Office of Workers Compensation Programs (OWCP) District Offices. This position ensures that claims are processed within specific timelines and according to regulatory requirements. The position further advises employees and supervisors of procedures to follow when an injury occurs and informs injured employees of their responsibilities under the program. The position is also responsible for actively facilitating methods and techniques to reduce and prevent unnecessary and costly expenditures related to the VISN Workers' Compensation Program. The position is responsible for developing and managing the VISN Workers' Compensation Program. Provides oversight and compliance enforcement through quality assurance reviews and initiatives and case file review activities. Documents outcomes and collaborate with subordinates to ensure corrective actions are implemented. Manages claim investigations and functions performed by subordinates and leaders. Implement and review performance measures and collaborate with subordinates to develop action plans to address areas of inefficiency and improvement. Establishes and ensures standards and procedures for all matters relating to workers' compensation regulations, policies, procedures, goals, objectives, and strategies are implemented throughout the VISN. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of pertinent state and local laws, codes, safety regulations including the State Labor Code, Workers Compensation and Americans with Disability Act laws, OSHA, and employment laws, procedures and regulations enough to interpret, apply, and advise others, and ensure compliance. Knowledge of a field facility Medical Center policies, such as safe patient handling, and their applicability on Workers' Compensation cases. Knowledge, understanding, and application/interaction of the Reasonable Accommodation program, federal position Classification, Recruitment and Placement, Schedule A appointments, Employee Relations, Federal leave programs, Federal insurance benefits, Compensation, Pay Setting/Retained Pay provisions, OPM Restoration Rights, Federal Employee Compensation Act (FECA), Equal Employment Opportunity (EEO) implications, negotiated grievance/agency grievance processes, and Merit Systems Protection Board appeals, to include application of such court decisions. Knowledge in the areas of EEO and MSPB laws and regulation to provide guidance to Facility and VISN Management and other stakeholders for EEO and MSPB hearings when it relates to workers' compensation. Knowledge of Occupational Safety Health Administration (OSHA) program (29 CFR 1904), Federal Employee Compensation Act (FECA); vocational rehab services, ergonomic policies, Workers' Compensation Program documentation and data for compliance with Federal regulations (HIPPA, Security Rules and DOL/GOVT-1, VHA Directives, DFEC, FECA). The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.
